This toolkit organises the fire safety obligations of the Estonian regulation into 18 working files, with open questions and the statutory text beside each duty.

Included from the Micro level.

Every toolkit in the level is included; nothing is bought one by one.

The businesses it reaches

The instrument sets fire safety requirements for buildings and applies to the owners and occupiers of premises, to employers who run workplaces in those buildings, to businesses that store or handle flammable materials, and to operators of waste facilities and online sellers who keep stock in warehouses. It governs how a building is used, maintained and equipped so that people can escape and the fire service can work safely. The working files walk through these duties as open questions a business answers from its own records.

The files cover the use of buildings and the duties of those in charge, the marking and lighting of escape routes, the keeping of escape routes clear, and the equipment and systems that detect and fight fire. They also address the storage of flammable goods, the safety of heating and electrical installations, and the arrangements for waste and for activities that raise a particular fire risk. Each file carries the statutory text beside the duty it describes.

Later files deal with the maintenance and inspection of fire safety equipment, the records a business keeps of that work, and the duties that apply when a building changes use or is altered. The toolkit serves these sections through a connector inside Claude, and the documents that come back are dated compliance reports the business keeps in its own file. The toolkit never gives advice and never presents a perspective; it carries what the authority wrote, organised.

Questions and answers

Which businesses does this regulation reach?

It reaches owners and occupiers of buildings, employers whose staff work in them, businesses that store or handle flammable materials, waste facility operators and online sellers who keep stock in warehouses. The duties attach to how the premises are used and maintained, so a business that controls a building or an activity in it falls within the instrument.

How are the working files delivered?

The sections are served through a connector inside Claude. Nothing is downloaded and nothing is installed, and the business works through the open questions in the conversation.

What does a working file contain?

Each working file sets out open questions on one subject, and the business answers them from its own records. The statutory text is carried verbatim beside each duty, so the requirement sits next to the question it raises.

What do the files cover on escape routes?

They cover the marking and lighting of escape routes and the duty to keep those routes clear. The questions ask the business to confirm what is marked, how it is lit and how the route is kept free of obstruction.

Do the files address fire detection and fire fighting equipment?

Yes, the files cover the equipment and systems that detect fire and those used to fight it. The questions ask the business to record what is fitted, where it is placed and how its condition is checked.

What is said about flammable goods and waste?

The files cover the storage of flammable goods and the arrangements for waste, including activities that raise a particular fire risk. The business answers from its own records about quantities, locations and the precautions it keeps in place.

What documents come back from the toolkit?

The documents that come back are dated compliance reports. The business keeps them in its own file as a record of the answers it gave on the day.

How does the toolkit treat the wording of the regulation?

The toolkit carries the law's words exactly as the authority wrote them. Each duty is presented with the statutory text beside it, and the questions are drawn from that text.

Does the toolkit tell a business what to do?

The toolkit never gives advice and never presents a perspective; it carries what the authority wrote, organised. The business reads the requirement and answers the open questions from its own records.

What happens when a building changes use or is altered?

The later files cover the duties that apply when a building changes use or is altered. The questions ask the business to set out what changed and what records it holds on the fire safety arrangements for the new use.
