A set of working files that organises the obligations of the Bulgarian electronic labour dossier instrument into phases of open questions, with the statutory text carried verbatim beside each duty.
Included from the Micro level.
Every toolkit in the level is included; nothing is bought one by one.
The businesses it reaches
This toolkit concerns the Bulgarian regulation on the type and requirements for creating and storing electronic documents in an employee's labour dossier, adopted by Council of Ministers Decree No. 71 of 10 May 2018 and published in State Gazette issue 40 of 15 May 2018. It reaches employers of every size that keep labour dossiers, including companies, sole traders and non-profit organisations with staff. The regulation governs how those employers create, sign, store and preserve electronic labour documents.
The toolkit is a set of three working files that organise the instrument's obligations into phases of open questions a business answers from its own records. The first working file covers the financial duty, the second the internal organisational duty, and the third the procedural duty. The statutory text is carried verbatim beside each duty, so the business reads the authority's words next to each question.
Sections are served through a connector inside Claude, and nothing is downloaded or installed. The documents that come back are dated compliance reports the business keeps in its own file. The toolkit never gives advice and never presents a perspective; it carries what the authority wrote, organised.

Questions and answers
Which employers does this regulation apply to?
The regulation applies to employers who keep labour dossiers for their workers or employees. That includes companies, sole traders, associations and public bodies with staff. The toolkit organises the duties that fall on those employers when labour documents are created and stored electronically.
What does the first working file cover?
The first working file covers the financial duty under the regulation. It sets out the open questions a business answers from its own records about the costs and financial arrangements tied to electronic labour documents. The statutory text sits beside each question.
What does the second working file cover?
The second working file covers the internal organisational duty. It walks through the open questions about how a business arranges its internal rules, responsibilities and record keeping for electronic labour documents. Each question is answered from the business's own records.
What does the third working file cover?
The third working file covers the procedural duty. It presents the open questions about the steps a business follows when creating, signing, storing and preserving electronic labour documents. The relevant provisions are cited beside each duty.
How are the working files delivered?
Sections are served through a connector inside Claude. The business opens the toolkit there and works through the open questions in each section. Nothing is downloaded and nothing is installed.
What documents come back after working through the questions?
The documents that come back are dated compliance reports. The business keeps them in its own file as a record of its answers. Each report carries the date on which it was produced.
Does the toolkit tell a business what to do?
The toolkit never gives advice and never presents a perspective; it carries what the authority wrote, organised. The business reads the statutory text and answers the open questions from its own records. The toolkit arranges the material so the business can see each duty in context.
Which parts of the regulation does the toolkit organise?
The toolkit organises the regulation's obligations into three working files. One covers the financial duty, one the internal organisational duty and one the procedural duty. Each file groups the open questions by subject.
How does the toolkit handle the wording of the regulation?
The toolkit carries the law's words exactly as the authority wrote them beside each duty. A business can read the provision itself and compare it with its own records. The open questions point to the relevant text without replacing it.
Can a business use the reports as evidence of its compliance work?
The dated compliance reports are documents the business keeps in its own file. They record the answers the business gave to the open questions on a given date. The toolkit produces them as a record of the business's own work.
