How the Global Fuel Report is made
Every indicator the report carries, with the body that publishes it, the stretch of time it covers, its unit and the age at which it stops counting. Then the rule that sets an asset's state, the index method, the headline method, the risk rating thresholds and the line to cite each page by. This page is generated from the report's own store each issue, so what it says is what the code did.

The indicator register
162 indicators
162 indicators across 15 domains, 160 of them carrying a stored figure, 535,324 stored figures in all, drawn from 51 of the 150 sources in the registry. Every number on this page is a query against the report's own store.
Each indicator has one identifier, one unit, one window rule and one freshness limit, and they are stored with the indicator rather than set by the page that prints it. The window rule fixes the stretch of time a figure covers, so one indicator never carries two windows inside one issue. The freshness limit is the age past which a figure prints its age beside it and takes no part in the week's signals.
Units are stated and converted in code. Tonnes to barrels uses a stored factor per product, printed in the method note.

The state rule
A state is what the report says an asset is doing this week. It is set from dated evidence and from nothing else, and the evidence sits in one of three tiers.
The three tiers
Confirmed. V2's three-class rule stays as the test for confirmed.
Reported. A wire, newspaper, trade title, analytics house or consultancy sets a reported state, printed beside the confirmed one in a lighter style.
Instrument. A dated measurement tied to the asset's coordinate. It is printed with what was measured.
- thermal anomalies within 1 km of the site (NASA FIRMS, VIIRS and MODIS, free, daily): a flare or furnace signature shows activity, and its absence over several clear days is a weak sign of a shutdown;
- gas flaring estimates (VIIRS Nightfire);
- metered flow (ENTSOG for gas lines, EIA for US regional utilisation);
- vessel calls at the asset's berth (IMF PortWatch at port level).
"State set by satellite" is printed only when a named instrument reading with a date is stored.

A heat reading alone sets an offline state only on two consecutive silent weeks: the instrument tier may set SHUT OTHER CAUSE only when NO HEAT SEEN stands for the current week and the week before it, mirroring the two-week rule for HEAT BELOW NORMAL. One silent week with no statement leaves the asset at NO READ with the reading printed beside it. (Ruled 3 October 2026.)

How a reading and a statement combine
- The newest evidence wins when it is inside its freshness window. A heat reading from this week outranks an operator statement from April.
- A confirmed statement from this week outranks a heat reading from this week, and the heat reading prints beside it.
- Heat says running or stopped. It gives no percentage. A running level prints only from a statement or a metered figure.
- "State set by satellite" prints only with the stored reading behind it: date, sensor, detections against the site's average.

index = price this week / price in the base week x 100. The price basis is fixed per index and printed (for hauliers: excluding VAT, including duty). The base week matches the report's January 2025 baseline.

43,572 weekly values across 110 index definitions, every week from 7 January 2019 to 5 October 2026, each one set against the base week of 6 January 2025.
The base week the engine asks for is 6 January 2025, and the store holds 110 definitions set against it. The price basis is stored with each definition and printed with the value.
The five rules that make an index usable in a contract
- A published value is never overwritten. A change goes through the corrections log (P12) and the original stays visible.
- The method carries a version number, and a method change is announced four issues ahead.
- The archive back to 2019 is public as a list of weekly values.
- A week with no source figure prints "no value this week"; nothing is interpolated.
- A page of plain wording a firm can paste into a contract clause.
Rule 1 is a refusal in the store itself, not a promise in a note. Two triggers stop an update and a delete on a published index value from any route at all, so a change to a published figure goes through the corrections log and the original stays where it is. A first method carries no notice, because there is no earlier method for a reader to be given notice of. Every version after a first one is announced 4 issues before its effective date, and the store refuses a version announced later than that.

Duty, excise and value added tax are stored the same way, as a rate with a span it applies over, because a rate that changes mid series would otherwise put two windows inside one indicator. The store holds 1,966 such rates.

The headline figure
The headline figure is the share of world refining capacity confirmed offline this week. It is built in four steps, each one set out here.
- The capacity base: every refinery and condensate splitter in the register whose baseline status is operating, reduced or temporarily shut, each at its own capacity.
- Confirmed offline: full capacity of sites whose state this week is shut or under maintenance on a confirmed or instrument reading, plus the idle share of sites confirmed REDUCED with a stated running level.
- Reported offline: the same sum adding the reported tier.
- No reading: the capacity of sites with no qualifying statement inside the freshness window. It is stated in full on this methodology page every week, and on no other page.

How much was read, and how much was not
This week counts 614 operating refineries and condensate splitters that carry a capacity figure, out of the 2,143 assets the register holds. Together they run 100.4 million barrels a day, and every share in the issue is taken against that total.
373 of those sites carry no reading for the week to 1 October 2026. They hold 46.1 million barrels a day, 45.9 per cent of the capacity counted. A site with no reading is not working and not shut: it is a site the week could not see. The report states what it has seen, and it never fills the rest in.
The weekly satellite sweep reads 821 refineries and judges each against its own 52 weeks of heat. A site reads cold only where it shows heat when it runs, the view is clear, and no heat appears in four weeks. 18 sites read cold in the week to 1 October 2026, and they hold 3.80 million barrels a day. Cold is not shut. It is heat that has stopped where heat is normally seen.
A satellite reading detects, and only a statement confirms. Two sites are confirmed shut by an operator or a government statement, holding 220,900 barrels a day. Admitting every press report beside them takes the offline share to 1.36 per cent of world capacity, against 0.22 per cent confirmed. Where a state rests on a press report, it is printed as reported, not confirmed, with its date. A newer confirmed statement that a site is running ends a standing shut for good.

Next week's direction
- Wholesale proxy per region from public-domain series: EIA daily spot prices for diesel and petrol at New York Harbor and the US Gulf Coast, and Brent, converted at the ECB reference rate.
- For each country, estimate from its own history which lag (one, two or three weeks) of the wholesale move best explains the move in the pre-tax pump price, and the share that passes through.
- Implied move = pass-through share x wholesale move at that lag. Inside the hold band (default 1 percent of the pre-tax price) the call is HOLD.
- Where a tax or duty change takes effect next week, the call states it separately.
- Where the history is under 104 weeks or the fit is weak, the call is NO CALL.
Each direction is written to call with its test (next issue's pump price) and scored by code. The hit rate prints beside every call.

The hit rate printed beside a call is a query over the stored calls and their outcomes. Of the 112 calls the store holds, 90 stand open against a test whose date is still ahead and 0 are scored; a call scores in the issue after its test date. A call that gave no direction is never counted into a hit rate, because no direction was given.
Method version P2 direction, method version 1. The hold band is recomputed each week from that week's own pre tax price and stored on the call row.
Records
A record never reaches behind the first date held. A series that starts in 2019 says "highest since at least January 2019".

Value added tax and duty
Value added tax is a rate and duty is an amount a litre, so the two are held apart and applied apart. A rate is stored with the span of dates it applies over, and a price is converted with the rate that applied in its own week. Where a publisher sets out a price with taxes and a price without them in its own columns, both columns are stored and the tax in the price is the difference between them, with no rate applied at all.
